Following our April 15 announcement, Haven for Humanity (HH) continues its mobilization in support of Senate Bill 12 (SB 12), spearheaded by Senator Lena Gonzalez. This transformative legislation seeks to establish a California Immigrant and Refugee Affairs Agency, with an embedded Office of Immigrant and Refugee Affairs and a dedicated Inclusion Fund—structural changes aimed at improving statewide coordination and support for immigrant and refugee communities
Legislative Timeline & Updates
December 2, 2024 – SB 12 was officially introduced by Senator Gonzalez and multiple co-authors, and proposes the creation of a new state agency focused on immigrant and refugee affairs .
April 10, 2025 – The bill was amended to clarify agency structure, funding sources via the Immigrant & Refugee Inclusion Fund, duties of the Statewide Director, and protections against information sharing or use in immigration enforcement contexts
April 13, 2025 – HH team reviews the bill’s fact sheet and obtains a Letter of Support template from the Senator’s office.
