Haven for Humanity (HH) continues to follow the progress of Senate Bill 12 (SB 12), introduced by Senator Lena Gonzalez to establish a California Immigrant and Refugee Affairs Agency. After a month of momentum and widespread community support, SB 12 was heard in the Senate Appropriations Committee’s Suspense File hearing today and has been held “in committee and under submission.” This means the committee has not yet released the bill and continues to evaluate its fiscal implications.


SB 12 Legislative Timeline (Updated as of May 23, 2025)


  • Dec 2, 2024 – SB 12 was introduced to create a statewide agency focused on immigrant and refugee affairs.


  • Apr 10, 2025 – Amended to refine the agency’s framework, oversight, and funding mechanisms.


  • Apr 13, 2025 – HH obtains the SB 12 fact sheet and Letter of Support template from Senator Gonzalez’s office.


  • Apr 14–18, 2025 – HH contacts and submits support correspondence to all bill sponsors.
