This new agency aims to coordinate statewide services, provide direct support for immigrants and refugees, and ensure California is prepared to respond proactively to shifting federal immigration policies.


SB 12 Legislative History Timeline

December 4, 2024 – SB 12 is officially introduced in the California Senate by Senator Lena Gonzalez. It proposes the creation of a centralized agency and office dedicated to immigrant and refugee affairs.


April 10, 2025 – Key amendments are adopted to clarify the agency’s structure, funding via an Immigrant & Refugee Inclusion Fund, and oversight responsibilities.


April 13, 2025 – HH team reviews the bill’s fact sheet and obtains a Letter of Support template from the Senator’s office.


April 22, 2025 – SB 12 is scheduled…
