1. The "Dignity Program": A Path for Long-Term Residents
The centerpiece of the bill is a 7-year legal status for undocumented individuals who have lived in the U.S. since before December 31, 2020.
Requirements: Applicants must pass a criminal background check, remain employed or in school, and pay $7,000 in restitution over the 7-year period.
Benefits: Participants receive a legal work permit and protection from deportation. They are exempt from FICA taxes but are also ineligible for federal benefits like Social Security or Medicare during this time.
Outcome: Upon successful completion, individuals receive "Dignity Status," a renewable 7-year non-immigrant status that allows them to live and work in the U.S. indefinitely.
